When it’s about excellent higher education at minimal cost, Germany comes first. The public universities don’t charge any course fee or tuition fee to international students.
Graduate, postgraduate and doctorate level programs in Norway are absolutely free of cost. They don’t have any requirement. You just need to be expert in Norwegian as most undergraduate courses are taught in this language. Start learning right away if you are interested in this. Because they do ask for the proof of proficiency.
Education in these countries is not completely free, but it’s affordable and as good as free!
While universities of Sweden do charge tuition and application fees, it gives Ph.D. position for no fee. In fact, you will get a monthly salary too!
Non-EU/EEA students have to pay a nominal fee of around €730 per semester. It’s not bad at all if you are considering the quality of life here. Such a beautiful country it is!
Recently Finland is not charging any tuition fee for any level of education. But in 2017, it will start charging tuition fees for non-EU/EEA students for English taught Bachelor’s and Master’s programs.
Here, higher education is free for all nationalities. It’s a law here. But to get the same, you need to learn the local language and if you want to study in English, a nominal fee will charge as tuition fee.
